I am currently 18 and I have phimosis problem.

Phimosis at your age needs clinical examination by an urologist to rule out pathological diseases like BXO most commonly. If there is no pathology or any complications due to it then you can try Betamethasone 0.05% cream twice a day alongwith good perineal hygiene and gentle stretching for 3 months.

Better get operated. Stapler circumcision. Steroid gel or any such ointment will not be of much help
