Asked for Male, 21 Years

I have very low testosterone level last 5-6 years and my penis size is very small 3.5 inch erect and very thin. Is any way to increase my penis size and increase in testosterone level effect my penis size or not. Due to this, everytime feel stress,dull and feel anxiety. Please tell me how I can increase my penis size
