To check if im having PCOD my doctor advised to get these hormone tests serum testosterone, serum DHEAS,serum 17OH progesterone on 3rd day of menstual cycle. Is it necessary to get these tests done on 3rd day only and should ultrasound pelvis test also be done at the same time or it doesn't matter?

Yes on the 2nd or 3rd day of menses all hormones are on there minimum level. Higher level of hormones on these days confirms diagnosis.
Yes it is better if you carry out usg at same time to look for ovary size and volune
