I am in a distance relationship and i meet my partner sometimes only and whenever we try an intercourse, the unbearable pain makes the penetration impossible. The pain is consistent all the time whenever penetration happens.
Is it a severe condition and needs any surgery?

This sounds like it could be vaginismus - take a look at the NHS website - https://www.nhs.uk/conditions/vaginismus
I would recommend an evaluation by a gynaecologist but just as a first step, to rule out any other physical health issues. For a next step, please do consult a sex therapist or a psychiatrist.
