Depends upon site, size and other clinical features. Usually cancerous lymph nodes are not painful. Painful lymph node mostly suggest non cancerous condition like some infection.
However surgery is not advised just to remove a painful lymph node. Let the surgeon or a physician or a hematologist examine it clinically along with history and decide the best course.
