Sir, First treatment plan depends upon whether it is permanent or milk tooth. Milk tooth:    Need to be extracted ( as age is 10) Permanent tooth:    Please act immediately to save the tooth. Go for an IOPA xray and RCT or apexogenesis . Crown will be given after age 14 .
Next Steps
please visit the nearby dentist ( Endodontist would be better)

There must be infection in below tooth which may damage the new upcoming permanent teeth. Kindly visit dentist for clinical examination, x ray followed by treatment.

If the tooth is in black color means that tooth has lost its life which means its dead (non vital). So such teeth should be root canal treated or removed. Since he is very young it is better to save the teeth somehow. If pain is there that cement filling should be removed and medications to be taken.
Next Steps
Visit nearby dentist and Take an xray
Health Tips
Don't bite anything hard with that teeth
