Since there is no fever , unlikely it’s COVID.But you can not say for sure.So watch for symptoms of breathlessness and cough with fever.U can take Levocettrizine and do warm saline gargles for symptomatic relief, should get better by 7 days .If you are getting worse better to get a formal consultation

Sore throat and runny nose can be symptoms of Covid-19. Sometimes fever, body pain, fatigue, loss of taste, smell can also be associated. However history of travel, contact with a person who has had covid-19, attended some sort of get together/function etc will help in diagnosing.
Next Steps
If any doubt, get a Covid-19 test done. Many labs come home and take the sample.
