According to my professional understanding, OCD itself is an anxiety disorder and varies from person to person and at times different professional may diagnose differently as per the presenting symptoms.
In this case a combination of pharmacotherapy and psychotherapy may be helpful. This is only a suggestion.
Please note that OCD can take a good amount of time to get treated and thus the management is time consuming and hence needs a good amount of zeal and dedication from the client’s side.

Hi thanks for your approach to us. Yes OCD is something which is both feeling of anxiety /fear (thoughts) and compulsion towards behaviour.
It is something may not appear through out, if there is triggerance / stress in situations, then you could feel the difference in behaviour. Since symptoms may not be throughout, so the specialist might have told sometimes yes and no.
Along with proper treatment, it suggested you will take the help of counselling, which will support you to handle the situation and cope with the emotional dysfunctions.
Next Steps
Don't worry take both experts guidance for positive well-being.
