As mentioned by you , since there is no relief even after multiple treatment, the next step would be surgery to remove the nodules after assessment of the condition using a stroboscope .

Properly show and get a Stroboscopy done
Understanding etiology and reason for nodules is important
Then according to the lesion size, contact ulcers and secondary changes of vocal cords the treatment is decided.

Micro laryngeal surgery is the last option
Since you’ve visited multiple surgeons now that you’re frustrated as mentioned
Kindly get another investigation called stroboscopy done for further management (MLS)
