Refraction of upper eye lid usually occurs in thyrotoxicosis  but I am unable to understand the reason in your case. Botox injection has temporary effects  & it's effects disappear after few months . Botox Inj is not solution in your case. take the opinion of neurologist as well as endocrinologist along with ophthalmologists ,it is not easy to advise here without physical examination & discussion with other speciality,  Botox inj is no solution.
