You might have a condition called phimosis.  It's difficult to treat this online. Size of the penis depends on your sex hormone levels. But if you have a tight foreskin you should first rectify that and then think about the penis size as phimosis can itself cause premature ejaculation.

what is size on full tight position? it may b phimosis but need pic for CONFIMATION. not all cases need surgery

Due to tight foreskin the penis may not get to expand fully on erection. Once the skin freed you will be able get the full potential for erection. Consult a sexologist for proper evaluation
