In any other country, you first consult a General physician. After examining you, if the GP feels that you need a specialist consultation , he will refer you to a specialist. The specialist after thorough examination will order an MRI if he/she feels necessary. An MRI is not a basic investigation like a blood test or Blood sugar checkup. This is India, you can directly get Consultation from a specialist. You can also directly walk into a Diagnostic centre and get an MRI done as per your whims/fancy. This is not advisable/ not recommended. Preventive investigations include blood tests, chest xray, ECG , TMT or a 2D ECHO. In different specialties there are different preventive investigations. But MRI is not a Preventive investigation. You need to consult a specialist and if he/she thinks its required, then they will advise.
Next Steps
If you have any symptoms/signs related to Brain pathology, consult a Neurologist or Neurosurgeon and if they feel its required, they shall recommend.

Is your question - is it safe to do more than 1 MRI per year? If so, then yes its safe to do as many MRIs per year as needed. It does not expose you to radiation and is one of the safest investigation. Your second question, what are you trying to prevent by doing a preventive MRI Brain? MRI is not offered as a health check-up tool, it is used as a diagnostic tool when any neurological condition is suspected. Just remember that only person benefiting from a health check-up MRI is the scan centre guy, not you.
Next Steps
If at all you have any neurological symptoms please visit a doctor, who will examine and decide if you need a MRI.
