My mom had a mammogram and then the doctors said they found something so they scheduled her for a biopsy. A few days later they called back and said she didn’t need a biopsy anymore just a pet scan. Does that mean they are pretty sure it isn’t cancer?

To me pet CT without biopsy does not make sense. A systematic workup of breast tumor includes mammogram followed by biopsy. If that proves cancer then consider PET CT. however each doctor takes decision based on what their findings are and your treating doctor team could be right.
