Meatus side black

Asked for Male, 23 Years

My meatus sticks with each other if i go without urinating for 2 hours. Then while about to urinate a preasurre arise then meatus opens and urine comes out . Then is a black boundary near meatus and on opening of meatus white structue like something is also covers the meatus. I m suffereing from eczema on penis and scrotum n being treated for it. Urine is coming in dark yellow colour depiste drinking enough water . This is because of eczema or any thing else. Which test should i go for.
