I think in the the fore arm with such discoloration is usually unusual. do not waste your time try to consult a general surgeon and go through the treatment with him and sometimes it can be treated by medicines also but final decision is depending upon the general surgeon who examines you. I assume it's a lipoma, if yes then it's absolutely harmless.
Next Steps
If you want to get it removed, simply approach any general surgeon and it ll be taken care of. It's a daycare surgery.
