I show most signs of testosterone and went for blood test. Results came out for Total Testosterone as 17.57 nmol/L and since they are within average range I was declined treatment.
I am 25 years old.

You must understand that testosterone hormone is responsible for primary and secondary sexual characteristics like sperm production, development of male pattern of hair distribution, male voice, etc. deficiency of testosterone may result in enlargement of male breast and underdevelopment of male sexual characteristics. Since, you have done the investigations, there is no reason for being worried or concerned about low testosterone levels.
