Low Libido
Since coming to college in August of 2016, my sex drive is almost nonexistent, I rarely am able to get erections, and my erections are usually very weak or short-lived. I don't know if this is a testosterone problem or if there is something else affecting me. My doctor thought I was too stressed out by schoolwork, and put me on 36mg Concerta ER to help me focus. But my problem still remains and I have no clue how to bring it up, or if I even need to. I'm only 20 years old.

I can understand your concern. I am considering a problem of Erectile dysfunction. Stress is an important risk factor for Erectile Dysfunction. One must not expect to have good erections if there is stress ongoing. A detailed evaluation of the lifestyle and associated stress factors is required.
Next Steps
I would suggest you to consult with a psychiatrist. For more information regarding this problem you can ask a detailed query here on practo.
