You need to inform the local Child Welfare committe. Unlike in the west our child protection services though present has not evolved, you can take legal help and also a child psychiatrist to assess the child's psychological well being. Good luck.
It's a Impulsive disorder ..it's called Trichotilomania ..so we may give him medicine that decrease impulse of him to pull out his hair and its curable
