Lips dont stop chapping

Asked for Female, 30 Years

I have been having chapped lips every now and then for more than 2 months now. Whenever I apply lip balm regularly in smaller intervals of time, they tend to seem fine but no perfect.I also see some infection around the lips as the skin around becomes red and white depending if I have applied lip balm or not.
