Lightheadedness
I always feel a lightheadedness with pain at base of my skull which sometimes goes to back of the ears. My neck remains stiff too. I got rhinitis allergy once at 2019, my nose feels congested too. It's disturbing, i feel lack of focus in studies with this. Is this ear issue or neurological or bone? Whom should I meet ENT? or orthopaedic or neuro surgeon?

Consult ent but also do xray of cervical spine. As the neck pain can be due to spondylitis.

Your symptoms may have more than one possible cause. Pain at the base of the skull with neck stiffness can occur with neck muscle/postural strain or cervicogenic/tension-type headache, while persistent nasal congestion can be related to allergic rhinitis or sinus problems. Dizziness/lightheadedness can also occur with migraine or inner-ear conditions, so it cannot be diagnosed from symptoms alone. A neurosurgeon is usually not the first specialist you need unless examination or imaging shows a condition requiring surgery.
Next Steps
Because you have nasal congestion along with discomfort around the ears, you can start with an ENT evaluation. If the ENT examination is normal but the lightheadedness/headache continues, consult a physician or neurologist. If neck stiffness and pain are prominent, particularly if related to posture or neck movement, an orthopaedic/spine evaluation may also be useful. Persistent neck symptoms warrant clinical assessment.
Health Tips
Seek urgent medical attention if you develop a sudden severe headache, fainting, difficulty speaking, weakness/numbness of an arm or leg, vision changes, persistent vomiting, high fever with severe neck stiffness, or difficulty walking/balancing. For this particular patient, I would put ENT first → neurologist/physician if symptoms persist → orthopaedics if the neck component is significant, rather than sending her directly to a neurosurgeon.
