Laser hair removal is not a permanent one,actually it's not removal, its reduction only.Upper lip and chin are hormonal dependent area, so needs multiple session then oly gradually your rate of hair growth and thickness of hair will get reduced. So you can very well opt for laser hair removal and see the results. Simultaneously your PCOD problem has to be sorted out by a gynecologist.
