I guess there is some problem with reporting.. It says both tibial and femoral attachments are not intact which is unlikely.. Better consult a doctor(orthopaedician) with MRI films so that he can correlate ur symptoms and clinical findings with MRI..
If partial tear without instability, exercises should be sufficient but professional help by a physiotherapist is needed preferably under the supervision of a doctor is advisable
