Constipation can be managed through meditation or dietary supplements but not urinating is a serious issue and needs urgent medical attention. Please get her checked by a vet asap

If it is only constipation, then it can be managed with diet and some additional medications, but not passing urine indicates there must be some other serious issues. We need to check the kitten before going for medications. Kindly get her checked.
