Hello
There must be some cause for blurred vision after ICL... We must identity the cause and treat that accordingly
I would recommend him to consult local Ophthalmologist and get proper eye examination done

Please ask him to get his refraction done again. If it is possible to improve with glasses.it might be the best solution. If he doesn't improve then consult an ophthalmologist nearby ,he might be developing lenticular opacity or some other problem.
