  4. Itchy water filled bumps on tattoo. Do?

Itchy water filled bumps on tattoo
There are tint itchy water filled bumps on and around my new tattoo im not sure if its infected there is not yellow fluid no oozing no heat no bad smell just irritated skin not sure of its infected or an allergic reaction or just the tattoo healing. what should i do?
