Itchy bumps on elbow

Asked for Male, 18 Years

For a few days I got itchy skin-coloured bumps on my elbow, i've never had those before. Im not allergic to anything, but I changed the environment, changed some clothes,etc. My elbows have always been dry but now they started to itch and the skin got a bit bumpy on the outside elbow. When i flex my arm, the elbow is a bit red and not that bumpy, when i relax it looks more bumpier and less red.
