Certainly it could be related to Diabetes, as a component of Autonomic neuropathy , which could result in lack of blood circulation to the skin of the lower extremities , resulting in dryness of the skin, which could cause scaling and consistent itching of the affected areas. Either the way , it would be sensible to visit to your physician to have a physical examination of the affected areas to rule out other possible causes of Itching of the legs .
