Itching around base of penis. Sex yet?

Hello, I am having itching around penis base in both cases of sweat or cold. If i wore warmer than itching increase and if i wore boxer then cold start the itching. I got treated with terbinafine for 2 months and cream. I got result with livafin cream it changed my entire genital skin and relaxed me for 6 month. But once i left it now this cream won't give relief. Doctor presecribed me fusidic acid and hydrocortisone cream i applied but it work for 2 hour only. Everytime itching start my skin start to get black patch type but once i start to aplly any cream skin color goes normal to my back of hand skin. This is i notice. Whenever i got nervous i get severe itching (observed). I dont know how to get rid of this itching. I have pearly penile papulus too which is itchy( it shud not be itchy). Do i hv to go through qith any STD test though i nvr had sex yet? I changing garments 2 times in a day. Washing and drying withdryer for 3 years now. Tried eveything which is advised.
