No sir, The incubation period  — the period of time between exposure to a disease and the onset of clinical signs — for Rabies in humans is generally between 20-60 days. 13years is quite a long time for development of Rabies. However, you can now take a Pre-exposure Prophylaxis (PrEP). One intramuscular dose on each of days 0, 7 and 21 or 28 on the deltoid area of your arm. Taking PrEP will develop an immunological memory and establish a long lasting immunity against rabies in your body. It eliminates the need to administer rabies immunoglobulin (RIG) which is costly and may not be available at all time/place if an exposure occurs later in life.

The vaccination series listed above must be completed at the stipulated times. But, there is no need to restart the series if the doses are not given on the exact schedule.
