Introduce underwear to baby boy

My son is currently 1.7 years old . Can I know when I can introduce underwear to him . Right now he is wearing diapers , and I m worried if he accidentally hurts himself while playing without diapers. Need a suggestion if I can slowly introduce padded underwears and when can I go for underwear without padding.
