During night time she does frequent urination every after 15- to 20 minutes. Same time inflammation at that part. Therefore I would like to know that , is this a symptoms of kidney damage or failure or is it just infection problem.

just do a urine culture and sensitivity test, if it's negative, then you need to assess how much urine is stagnant after she passed urine by ultrasound. if both of these are normal, then what she has may be overactive bladder, needs medication for it, Tab. mirago 50mg once a day for 1month is useful

Since she's a diabetic frequent urination will be seen, but if she has a burning sensation while urination, it is indicative of being a urinary tract infection. I would advise you to check her urine microscopy, HbA1c and also her renal function test. Since she's a diabetic check the eyes, kidneys and nerves every 6 months.
