Infant baby right hand unmovememt

Asked for Female, 1 Years

Sir my baby neck & left hand was Twined with placenta ,in uterus of mother . So her left hand not getting movement . Daily massage of her hand & recommend exercise conducted daily .plz suggest can she overcome this problem n how much time in take In months or whatever
