I had a surgery in 2020 and in my left leg one road and plate was implanted. When can it be removed?? Or will it be there forever. Right now I am able to walk properly, only thing I can't bend my knee of the left leg due to it.

Generally rods or plates are not related with restricted range of motion in the joint.
The restriction in movement is generally due to initial fracture pattern and post surgery rehabilitation.
Next Steps
Range of motion can only be regained through proper physiotherapy, provided there is no mechanical block to joint motion.
Start physiotherapy.
Video consult with me with X-ray films, if available, if problem continues even after the following this advice.
