My mother 84 years, 40 Kg weight has been diagnosed with impacted fracture of femoral neck. I am looking for any non-surgical procedures as first line of treatment. Would you be kind enough to advise.

Well, surgery is the best option to make the patient ambulate again but there are some conservative options available which you can discuss with your orthopedician and then make a choice. These conservative options are usually tried in patients who are not fit for surgery and who can't ambulate due to other reasons.
