Hyperpigmentation. To get rud of this?

I cant use any soap or any other face wash which will have sysalic or gycolic acid in it nor i can use any other moisturiser i get itching But i am developing huge pimples on face Is it due to cetaphil restorederma moisturiser This sebamed and cetaphil priscription was given by Dr Trasi mumbai 3 yrs back since then using the same but getting huge pimples I was using elacon cream for long 5 yrs back for allergy on face for that i had visited dr trasi mumbai then by her priscription that problem solved she dignosed it as steriod withrawal symptoms I was using dye on hair she asksd me to stop dye no soap on face and sebamed and cetaphil restoraderma and for hyperpigmentation used lot of creams but of no use she did peels laser all Pls advice sir how to get rud of this
