How to remove my black stains on face?

How to remove parminently black blotches on my face which came while using too many facial creams ? Pls tell me to remove them parminently. Since 4 years and at present I'm using "skinshine" cream but it's not so much effective as I showed my photos below. Pls let me know a good cream to remove those black stains parminently.
