I would suggest if you want to give cow milk then give toned milk without a dilution, and I would suggest to concentrate more on the food than on the milk. If you want to give, then you can give milk products like paneer and curd.

You can give toned milk. It should be boiled and do not add extra water in it. But rather then giving cow milk continue mother milk with more focus on complimentary feeding.
