HIV Related Query. Risk scenario or not?

Please try to give concrete answer and not ask to consult as I am asking this on behalf of someone What is the risk of HIV transmission in the case of a condom getting reversed after brief intercourse with a high profile foreign sex worker in Thailand Initialy after having intercourse , the person noticed that there was some uneasyness using the condom , so he wanted to check if there was some issue with the condom but as soon as he pulled out , after 3 seconds , the sex worker reversed the condom as it was worn the other way. He immediately took out the condom and threw it. What are the chances of HIV transmission in this case as there was 1-2 second contact of vaginal fluids on the person's urethra provided that the condom was also exposed to air He will not get tested at any cost but requests to know if this is high risk scenario or not?
