Hind Leg weakness in GSD

Hi, I have a GSD who is 12+ yrs. I have noticed that in the recent past, that his hind legs are weak, and he is on arthritis medicine. I am not completely happy with the diagnostic. He has epilepsy, and is on Gardinal 30mcg 2 times a day for a number of years now. he also has a benine tumor at back, where his tail starts. How to proceed with treat
