I had negative report when I tested for herpes.
But the count for IgM and IgI antibodies was 0.1 and 0.4 respectively, but if negative is there so it should be 0 right?.
Does that mean I have herpes?

You have had Herpes infection some time ago but you are not suffering from it today.
If you have any infection once and develop antibodies then with the passage of time the titre of antibodies will keep on decreasing but it may not become zero. This is what happened in your case.
