Herpes or balanitis. Pain and fever?

I was clinically diagnosed with herpes 2 months ago. My doctor treated me for the same and it was healed 80 percent I got tested after 45 days of my infection But the tests came negative . I went to another doctor who said it was not herpes but balanitis though I went after the course of herpes Since 2 days I'm having pain in the penis head and also feeling feverish I went to my doc who said it's not herpes but there's still pain in the head of my penis Are these the symptoms of herpes My penis is red I'm having flucanzole now and applying canesten cream now Is this herpes because there are red dots but my doc said it's glans Plus I tested negative after 45 days igg igm Does balanitis cause penis pain and fever?
