I was pregnant and bleeding I had sex and went to the ER weeks later my hcg levels were at 123 I went back 2 days later and the dropped and was still bleeding could I have got pregnant when I had sex

Yes definitely an hcg level of 123 is indicative of pregnancy only.
But since you were already bleeding and levels are low and declining ,it looks like u l eventually have complete abortion so nothing is to be done.
