Hello...onset of puberty in boys usually starts around 10 to 12 years and 1st sign is enlargement of testes followed sequencially by other signs like penile enlargement and public and axillary hair.... If their is no sign of even aftrr 14 years of age boys must be investigated for causes of pubertal delay...!! Causes could be simply from constitutional delay in growth and puberty which doesn't require much treatment to grav one's like hypogonadism spectrum...!! U need to consult good endocrinologist for proper history and physical examination and if necessary to conduct few tests to confirm the diagnosis and further treatment if needed...!!
Next Steps
Consult Endocrinologist as early as possible
