Hair and scalp problem

Initially it was like itching sensation later it was turning into something different. Recently I have trimmed my hair to have closer look. After seeing at this attached pictures am really worried. since 1 month am trying home remedies like neem tree leafs , lemon etc. Looks like itching is reduced now. Please help to answer below questions. Why hair on head turned into small black circles? What is the solution for this? Which specialist I need to contact? Can this be curable?
