I had a look at your picture and there seems to be a little assymetry changes between both the breasts. But to be honest, you need a physical examination to confirm. If it is gynaecomastia, then there are different surgeries which can be performed to flatten it. But for this you need a physical examination for sure and maybe a radiological imaging.
