Getting rashes on cheeks andit's itching

I got rashes on cheeks , starting it was red but days going on it became white with dry skin at that particular area and it's itching too , that particular area looking like white circle and dry skin is removing continuesly , if I apply moisturiser to skin, it is look common for sometime but if I wash again it becoming dry ....
