My mother is having a stone in Gall Bladder of 14mm. Surgery needs to be done for the removal, but is it necessary to get MRCP test done before we get the dates for surgery fixed ?

It is very difficult to comment. If the stones in the gall bladder are causing any problem, then only surgery is required. If the stones have been detected while routine ultra sound examination, then nothing is required to be done. But it will be better if you consult your surgeon and go by his advice.
