Fracture in Elbow , operation advised

Asked for Male, 2 Years

My two and a half year old daughter got her right elbow fractured today , we got it plastered , the doctor is advising surgery , some kind of wire to be done with . Please advice that do we need to go for operation . X Ray report is attached
