There is a possibility of soft tissue injury or some minimal bony injury following twisting of ankle.. That may cause pain and swelling.. He might have applied plaster to give some support to the joint and avoid movements at the injured site to promote better healing.. There is a possibility of local fibrosis at the site of previous fracture/injury.. It usually heals and remodels by itself over the  years.. Sometimes, some fibrous changes in the joint area may cause pain.. Whether it is a fracture or not, that can be decided after seeing the x ray.. If you can add your x ray, that will help in better visualization and understanding of the injury..
Next Steps
I will suggest to continue treatment as adviced by the doctor.. You may watch for pain and swelling, keep the limb elevated,  continue active toe movements, avoid walking or standing for long duration..
