Flum in throat, wet cough

Asked for Male, 21 Years

I cannot talk clearly. I can feel something in my throat which is not coming out,not going in. But, sometimes when I forcefully try spitting i can spot a thick wet substance. I'm suffering from last two years not regularly. Now it became seriously high. Could you please suggest who exactly I need to consult and what to do?
